SCIDD WATER POLICY 
DEFINITIONS
Acre Number of SCIDD decreed acres in account/parcel
Allocation Amount of water allocated from dam per acre - changes each year per SCIP (in January)
- only 2 AF. per acre is included in assessment
Assessment Amount charged per acre on Pinal County Tax bill for District assessment - Set annually
on SCIDD Budget with Board Approval
Stored Allotment Amount of acres times the allocation equals the stored water allotment available for use
on the land in Acre Feet (AF).Up to 2 AF per acre is available with paid assessment - any
amount over 2 AF per acre is available for purchase as Excess Water.Water unused at
end of Calendar year will be lost and Stored Allotment is reset in January of each year.
Stored A.F. Used Amount of Acre Feet of Stored Allotment run on a property todate. A TBI MUST BE IN
FILE WITH SCIDD TO USE STORED WATER
Paid Balance An amount equal to 2 times the number of acres - the amount to which a landowner is
entitled after payment assessment(If available when Stored Allotment is set)
N.F. Normal Flow (Natural Flow) Water that comes down the Gila but was not released from the Coolidge Dam (i.e. monsoon
flows or snow pack runoff).This is available to the account based on the Priority Date assigned
to the land in the original agreement. There is no charge for Normal Flow if the account has 
not used more than their Normal Flow (when used) and Stored Balance water  Paid Balance.  
used are deducted from the Paid Balance When the total of the paid balance is reached (in a
high water year), Normal flow used above the paid balance will be charged at the Excess  
Water rate.  Normal flow can continue to be run even when the Stored Allotment is reached.
However, all Normal Flow run, after the Paid Balance is reached,  MUST be charged at the
Excess Rate.Normal Flow is available to an account and is a function of the Priority Date
associated with the account and the volume of flow in the Gila River.It is administered, in 10 
day cycles, by the District Watermaster.  Normal Flow cannot exceed the Account Acres x .  
145 in the 10 day cycle.
NORMAL FLOW CANNOT BE USED IF A TBI HAS NOT BEEN PLACED ON FILE WITH
THE GILA WATER COMM.
Excess Water Excess water is Stored Allotment water over and above the 2 AF Paid Balance, which can
be purchased at a rate set by SCIDD.The amount of Excess Water purchased by an account
cannot exceed the Stored Allotment for that account.Excess Water charges begin when the
Paid Balance of 2 AF is exceeded . Purchased Excess Water is NON REFUNDABLE
Free Water In times of flood when waters reach Ashurst Hayden Dam in excessive amounts,  with no 
releases from Coolidge Dam, water will be run first as Normal Flow . When the Normal 
Flow priorites are satisfied and there is still excess, the water will be placed in the Picacho
Reservoir for storage.If the priorities are satisfied and Pichaco Reservior is filled, water will
be declared free.At that time free water will be delivered to the lands as called for and will  
not be charged.
CAP Central Arizona Project water - purchased annually to use in addition to any Stored Allotment
at a price set by SCIDD and Central Arizona Project.Water purchased is NOT REFUNDABLE
and will be lost at the end of the year if not used.CAP Water IS FOR AGRICULTURAL
USE ONLY
W/CAP(Wheeled CAP) See above - but water is run through line "other" canals rather than through SCIDD canals.
M&S Municipality and Schools - Water can be purchase by these entities for use on SCIDD lands
not used for agriculture but owned by Schools and Cities, etc.
CONSTRUCTION WATER From time to time, as requested, the District may choose to sell water to construction
companies who would require water for work in progress.This water must be approved first
by the Water Master, to determine whether water is available in the area required,and that
utiizing the water will not deter from any of the agricultural uses in the area.Once approved by
the Water Master, Construction Water may be sold for a  $250.00 monthly fee which includes
the first 50,000 gallons.  If more water is necessary in the month, it will be sold at a cost of
$5.00 per 1,000 gallons.  This agreement must be renewed monthly and new monthly fees
Tcollected.

Allottment 1
Stored Balance 100 AF
Paid Balance 200 AF
Excess Water Available 0 (Stored is less than Paid)
Normal Flow at the rate of 100 acres x .145 or 14.5 AF in a 10 day period.
Normal Flow can be run, as available up to 100 AF to equal 200 AF Paid Balance at
no charge.If Normal Flow is still available after the Paid Balance is reached,  it can
be purchased as Excess Water until the 5 a.f. / acre limit, set by the Gila Water

EXAMPLE 2 100 Acres
Allottment 2.5
Stored Balance 250 AF
Paid Balance 200 AF
Excess Water Available 50 AF - (Stored less Paid)
Normal Flow at the rate of 100 acres x .145 or 14.5 AF in a 10 day period.
Normal Flow can be run, in conjunction with stored water up to the Paid  balance of 200
a.f. at no charge.Excess Water (from Stored) can be purchased up to the additional 50 a.f.
Normal Flow, if available, can be purchased as Excess Water until the 5 a.f. / acre limit, set  
by the Gila Water Commissioner, is reached
CAP/ Wheeled CAP  are based on purchases and are not considered as part of the total of 5 a.f. per acre allowed by the Gila
